The objectives of the Council shall be as follows:-
(a) To create a suitable environment for the development of healthy journalism,
(b) To prescribe a code of conduct for journalism to prevent abuse of freedom of the press,
(c) To maintain cordial relations between the press and the Government of Nepal,
(d) to maintain public morals and the dignity of citizens, and
(e) Will try not to interfere with the freedom of the press and the dignity of journalism.
